Can I bring my relatives to Jeddah, Riyadh or Dammam on Hajj/Umrah Visa?

Some of our relatives always come on Umrah or Hajj visa to Saudi Arabia and the question arises, if we can bring them to our house in Jeddah, Dammam, Riyadh or any other city. Umrah and Hajj visas are issued to pilgrims to travel to Holy Places of Makkah and Madina. They can travel to Makkah, Madina and places within the route of Makkah and Madina. Since, Jeddah is within the route of Makkah and Madina so Hajj and Umrah visitors can travel to Jeddah. If you are on Hajj or Umrah visa, you should not move to any other city without permit from the Hajj and Umrah Administration.



Penalty for Hajj and Umrah visitors upon unauthorized travel
If Hajj or Umrah visitor is caught travelling to any other city without approval permit from the Hajj and Umrah Administration, he will be immediately detained and transferred to detention center (Tarheel). First of all, a fine of SR 10,000/- will be imposed to him. He cannot move to his country without paying this fine of SR 10,000/-. After settlement of fine, he will be deported to his country on his own expense.



Moreover, people who are found transporting the Hajj and Umrah visitors to travel to other cities (apart from Jeddah, Makkah and Madina) will also be fined, jailed and deported as the case may be. The penalty varies if you are an expatriate or national of Saudi Arabia.



If you are an expatriate resident caught in transporting the Hajj and Umrah visitors without permit from the Hajj and Umrah Administration, you will be fined SR 10,000/-, jailed for a period of 1 to 3 months and deported after imprisonment. However, if you are Saudi National, fine will be SR 10,000 plus 3 months imprisonment for first instance, SR 20,000 plus 6 months imprisonment for second instance and SR 30,000 and 6 months imprisonment for the third time.



Fines stated above are for transporting one Umrah or Hajj visitor from one place to another without travel authorization. If there are more visitors, the fines and punishment stated above will be multiplied by the number of visitors transported.
